The Belleville Police Service responded to 67 calls for service from June 21st, 2020 at 5:00 a.m. to June 22nd, 2020 at 5:00 a.m.
Power Outage
Belleville, ON – On June 21st, 2020 around 10:30 a.m., police began receiving calls from residents in the area of Bridge Street West and Marshall Road regarding no power to their homes. Police at the time were not aware of any problems that would have caused the outage. City police notified Hydro who ended up on scene. It was reported that the power was out for approximately four hours.
Numerous Impaired Driving Reports
Belleville, ON – During the past 24 hours. Police have received numerous different reports from across the city and on Highway 401 through the Belleville area regarding impaired drivers. Police would ask that if you report a possible impaired driver to attempt to safely obtain the description of the vehicle, direction of travel and possible licence plate to forward on to police.
Police would also like to remind residents that these types of calls tend to increase during the warmer summer months and to use caution if you have been drinking. An impaired driving charge could cost you your licence being suspended for 90 days as well as your vehicle impounded for 7 days. If convicted, insurance costs may rise. If you’ve been drinking, please don’t drive. Call a taxi or pass your keys along to a sober friend. Let’s keep our roads safe this summer season.
Motor Vehicle Collision, Impaired Driving
Belleville, ON – On June 21st, 2020 at approximately 3:00 p.m., city police were dispatched to single motor vehicle collision on Beatty Road in Thurlow Township. When officers arrived on scene they observed a vehicle in the ditch that appeared to have struck a mailbox and run off the road. When officers approached the vehicle, they located a lone male occupant who was banging his head off the steering wheel. The officers calmed the gentleman down and assessed him for any injuries. The officers could not see any signs of apparent trauma and the driver refused any medical assistance. The investigating officer placed the driver on a roadside alcohol screening device. The driver failed the roadside screening exam and was arrested for impaired driving. The police seized the driver’s vehicle under the provincial legislative directive for seven days.
The accused was transported to the Belleville Police Service where he provided samples of his breath for alcohol analysis. It was confirmed that the drivers blood alcohol content was almost double the legal limit.
The accused, 40-year-old Brian Phillips of Thomasburg, was charged with Impaired Driving, Operation of a Motor Vehicle While Blood Alcohol Content Exceed 80mgs and Careless Driving. The accused is scheduled to attend the Belleville Ontario Court of Justice on July 30th, 2020 to answer to his charges and his drivers Licence was suspended for 90 days.
Drugs, Fail to Appear Warrants
Belleville, ON – June 21st, 2020 at approximately 3:30 p.m., city police attended Canadian Tire in regards to a Fraud complaint. While on scene, officers contacted the female suspect. The investigation revealed that the suspect had a warrant for outstanding charges from an incident in Belleville back in September of 2019 relating to possession of crystal meth and driving related charges. Is was also confirmed that the female suspect had an outstanding warrant with the Prince Edward County, Ontario Provincial Police as well. All charges were confirmed to be presently before the judicial system.
The accused, 41-year-old, Jacqueline Smith of Belleville was charged with the following Belleville charges.
- Possession of Property Obtained by Crime Under $5000
- Possession of a Schedule 1 Substance – Crystal Methamphetamine
- Fail to Attend Court After Having Appeared – Two Counts
- Drive Motor Vehicle with No Licence
Mrs. Smith was released on her own recognizance from the Belleville Police Service and is scheduled to appear in Belleville Ontario Court of Justice on August 17th, 2020 to answer to her charges. The Belleville Police Service after releasing the accused turned her over the Prince Edward County OPP on their outstanding warrants. The OPP released the accused as well on her own recognizance.
Traffic Stop – No Licence
Belleville, ON – On June 21st, 2020 at approximately 7:30 p.m., a city officer conducted a routine traffic stop on Old Hwy 2 East. The vehicle stop investigation revealed that the driver of the motor vehicle did not possess a valid driver’s licence. The owner of the vehicle was also in the vehicle. The 32-year-old male driver was charged for Operating a Motor Vehicle with out a Driver’s Licence. The 34-year-old passenger was also charged for Permit Unlicensed Driver to Operate a Motor Vehicle. Both charges were in contravention of the Ontario Highway Traffic Act,
Bar Disturbance, Public Intoxication
Belleville, ON – On June 21st, 2020 at approximately 8:30 p.m., city police attended on Front Street out front of a downtown bar in regards to a disturbance. Police were dealing with a couple of individual males. A 41-year-old Belleville man was arrested for Public Intoxication and charged under the Ontario Liquor Licence Act. Belleville police transported the man home who was turned over to a sober resident of the house to care for him.
Fight, Public Intoxication
Belleville, ON – On June 21st, 2020, at approximately 9:00 p.m., city police attended an east end town house complex in regards to a disturbance regarding a father and son fighting outside. Police broke up the skirmish and arrested an un-corporative 45-year-old Belleville man for Public Intoxication. The gentleman was transported to the police station where he spent a few hours in the cells to sober up. He was later released and issued a provincial offence fine for Public Intoxication contrary to the Ontario liquor licence Act.
EMS Assist – Combative Patient
Belleville, ON – On June 21st, 2020 at approximately 9:30 p.m., city police were contacted by city EMS that they required assistance with a patient who had been drinking all day and suffered a seizure and became violent with paramedics. Officers arrived on scene at the east end residence to find the patient extremely aggressive and who also was determined to be suffering from some mental health issues. Officers assisted the medics in getting the 49-year-old Belleville man into the EMS vehicle. One officer road in the ambulance with the medics to assist controlling the patient and helping to keep him calm. First responders were successful in getting the gentleman to Belleville General Hospital safely and without injury where he received medical care. No charges were laid.
Vehicle Mischief
Belleville, ON – On June 21st, 2020 at approximately 11:00 p.m., police dispatched received a call from a woman from a south west residence advising that a suspect had just slashed all four of her vehicles tires and smashed her front windshield which was parked outside her residence. Officers attended and observed all the tires slashed and located some blood on the vehicle. A Scenes of Crime officer attended to process the scene for forensic evidence. Police were given a minimal description of the suspect. The suspect was last seen by a witness travelling north on Octavia Street in the area of Catherine Street on a bicycle and was described as a white male, approximately six feet tall, wearing all dark clothing and wearing a very colourful mask over his nose and mouth.

Brawl in Coffee Shop Parking Lot
Belleville, ON – On June 22nd 2020, at approximately 2:00 a.m., city police were dispatched to the parking lot of a south west coffee shop involving five males fighting and one armed with some sort of long club. One male threw the club towards another male which missed him but bounced off the pavement and ricocheted into the coffee shop window smashing out the glass. All five suspects fled the scene just prior to police arrival. Officers stopped and spoke to a few males in the area but were unable to positively identify any of the five suspects involved in the altercation. There was approximately $1000 dollars damage to the window of the business.
Breach of Bail Condition
Belleville, ON – On June 22nd, 2020 at approximately 3:40 a.m., city officers were called to the wooded area off of the corner of Coleman Street and Harriett Street regarding a male yelling and screaming. Officers arrived on scene and searched the area and located a 37-year-old man hiding from the officers. Investigation revealed that the suspect was currently out on bail and was in contravention on two of his release conditions.
Belleville resident, Joseph Parks was arrested and charged with two counts of Fail to Comply with a release order made by a Justice. The accused was released on his own recognizance and is scheduled to attend the Belleville Ontario Court of Justice on July 30th, 2020 to answer to his charges.
