For the second time in about a month, a popular park created to assist those in the community with special needs has been vandalized. City of Belleville municipal parks staff reached out to police Monday morning after graffiti was discovered again on buildings located at the ‘Field of Ability’ along Sidney Street. Staff provided police with CCTV footage and a still image of the suspect, who painted distinctive markings on the roll-up doors and walls of an outbuilding at the site, similar to those from an incident in April. According to timestamps on the CCTV footage, the incident occurred shortly before midnight, Saturday. The facility, which is located at the Parkdale Veterans Park, is unique and marked an important milestone in the city’s history in 2022 when it opened. As a result of the continued investigation into the homicide, the accused male, 30-year-old Tyler Donnelly of Belleville was charged with Second Degree Murder. Donnelly has been remanded into custody. The female victim has been identified as 26-year-old Shannan Leigh Hickey of Belleville.  The Belleville Police Criminal Investigations Division with assistance from the Forensic Identification Section continue to investigate the incident. On the 21st of May at 1:28am, members of the Belleville Police Service’s Uniform Division responded to a residence on Hastings Park Drive after receiving a report of a homicide at the residence.     Upon arrival, police located a deceased 26-year-old female and a 30-year-old male who had lacerations to his wrists.  Both parties were located inside the residence.  Based on police observations and the initial investigation, the male was arrested for first degree murder.  The male was transported by paramedics to the Kingston General Hospital for treatment of his injuries.  He remains in police custody at the hospital. Belleville Police Issues Community Alert on High Risk Sex Offender The Belleville Police is alerting members of the Community to be aware that David Joseph RODGERS is now residing in the Belleville area as of the 1st of March 2024. RODGERS has been labelled a “Prolific Offender” by Toronto Police. RODGERS is currently out on bail on charges from the Toronto Police for breaching his 810.1 Order.  RODGERS was charged last week by the Belleville Police Service for breaching his bail conditions, and was re-released on bail. RODGERS is a two-time federal offender and has a criminal history of Sexual Interference, Possess Child Pornography, Import, distribute, sell Child Pornography, make, print-publish Child Pornography.  RODGERS was also convicted of breaching his 810.1 order.  RODGERS is on a 161 Prohibition order in relation to children for Life. The Belleville Police Service will be closely monitoring this High-Risk Offender. RODGERS was granted bail again and must abide by strict conditions including but not limited to: Not to engage
