Missing Person – Robert Billyard FOUND

Update – Located On the 17th of June, Robert Billyard was located.  Police would like to thank community residents and our media partners for their continued efforts in locating Robert.  The Belleville Police Service is seeking the public’s assistance in locating 68-year-old Robert Billyard.   Robert was last observed on the 15th of June at 10:30am walking in the area of Dundas St. West and Wallbridge-Loyalist Road.  Robert is described as 6’0” tall and walks with a limp from a pre-existing injury.  He was last observed wearing a blue plaid shirt, black pants, a baseball cap and carrying a black side bag / satchel.  Below are two photos of Robert Billyard.  The photo on the left is from the 15th of June when he was last observed. Traffic Safety Blitz

On June 11th and 12th, members of the Belleville Police Traffic Safety Unit in partnership with the Ontario Provincial Police’s Traffic Incident Management and Enforcement Team, conducted a joint traffic enforcement blitz in the City of Belleville. The initiative focused on Commercial Motor Vehicles and modified vehicles, aiming to improve road safety and ensure compliance with provincial regulations. Throughout the two-day operation,16 commercial motor vehicles were stopped.  Of those, 13 were subject to full inspections. Five commercial vehicles were taken out of service, including one that was found to be unfit for road use which resulted in the licence plates being removed. One of the inspections led to the seizure of in excess of 1200 contraband cigarettes. As a result of that specific investigation, a 52-year old man from Angus was charged with possessing unmarked cigarettes under the Tobacco Tax Act. He was issued a summons for a future court

Weekend Events

The following are media releases from incidents this previous weekend that the Belleville Police are now able to issue. Domestic incident leads to attempt murder charge for Ottawa man On Friday, May 30th at 5:03pm, Belleville Police responded to a residence in the city’s east end for a complaint of a domestic dispute. Upon their arrival, police clearly heard an ongoing altercation inside the residence and immediately became concerned for the safety of those involved.  Police forcibly entered the residence and had to contend with the door being intentionally barricaded with a couch. Special Olympics Polar Plunge Comes to Belleville – DATE CHANGE TO MARCH 28th at 1:00 pm at HERCHIMER BOAT LAUNCH

The City of Belleville Polar Plunge was originally scheduled for Friday, March 21st, however due to ice conditions and for safety reasons, the Polar Plunge has been rescheduled to Friday, March 28th at 1:00 pm at the Herchimer Boat Launch. Members of the Belleville Police Service, Belleville Fire and Emergency Services, Hastings-Quinte Paramedic Services, Belleville Probation and Parole, and several other community organizations will once again be taking the plunge into the frigid waters of the Bay of Quinte in support of Special Olympics Ontario. The 2025 Polar Plunge for Special Olympics Ontario kicked off on January 18th, 2025 and is occurring across the province with the final plunge taking place in Peel Region on March 29th, 2025. MISSING PERSON – Rebecca Campbell

Police seeking public’s assistance in locating missing person   Belleville Police are seeking the public’s assistance in locating 29-year-old Rebecca Campbell.  Campbell was last observed at her east end residence on the evening of February 26th, 2025.  Campbell was last seen wearing a Montreal Canadians sweater with blue and white tie dye “Fila” pants.
