The Belleville Police Service responded to 71 calls from May 29th, 2020 at 5:00 a.m. to May 30th, 2020 at 5:00 a.m.
Business Parking Lot Disturbance
Belleville, ON – On May 29th, 2020 at approximately 10:00 a.m., city police attended the parking lot of Canadian Tire on Bell Blvd. in regards to a female and male causing some sort of a disturbance. The investigation revealed that there were no grounds for any criminal charges to be laid. However, both the male and female parties involved were trespassed from the business for one year and were escorted off the property by the police.
Assault & Death Threats
Belleville, ON – On May 29th, 2020 at approximately 10:30 a.m., city police were dispatched to an apartment building on the North end of Sidney St. in regards to an intoxicated male threatening tenants in the hallways. Upon arrival, officers contacted the accused in the apartment hallway and found him to be very intoxicated and somewhat combative. City police took the male into custody and transported him to the Belleville Police service. Several witnesses provided police with the facts of the altercations.
Twenty-six year old David Card of Belleville was charged with one count of assault and one count of Uttering Death Threats. The victim in the incident sustained only minor injuries and did not require medical attention. Mr. Card was released on his own recognizance and is scheduled to attend the Belleville Ontario Court of Justice on August 20th, 2020 to answer to his charges.
Warrants
Belleville, ON – May 29th, 2020 at approximately 2:00 p.m., city police arrested a 55-year-old Belleville man on an outstanding warrant stemming from an investigation that began on May 27th, 2020. The accused is charged with two counts of Failing to Comply with Conditions of an Undertaking.
The Suspect was held in custody at the Belleville Police Service and is scheduled to appear before a Justice for a show cause hearing on May 30th, 2020.
Flight from Police & Breach of Conditions
Belleville, ON – On May 29th, 2020 at approximately 1:45 p.m., a city police officer observed a motor vehicle blow through a red light on North Front St. The officer attempted to stop the vehicle but the driver took off from police. City police pursued the suspect vehicle for a short distance until the suspect vehicle pulled into the parking lot of a hotel at the top end of North Front St. at which time the officer took the driver into custody. An investigation revealed that the driver identified as 37-year-old Shawn Balla from Kingston was in breach of court ordered conditions.
Mr. Balla was charged with the following offences;
- 2 counts of Fail to Comply with a Release Order
- Failing to Stop for Police
- Failing to Stop at a Red Light
- Use Plate Not Authorized for Vehicle
- Driving While Under Suspension
The accused was released on his own recognizance and is scheduled to attend the Belleville Ontario Court of Justice on August 20th, 2020 to answer to the charges.
Motor Vehicle Collision - Injuries
Belleville, ON – On May 29th, 2020 at 2:10 p.m., city police attended a motor vehicle collision involving two vehicles on North Front St. in front of the Metro Grocery Store. Along with police, Fire Services and EMS attended as well as one driver was trapped in their motor vehicle and had to be extricated. Police had to shut down all lanes on North Front St except one lane for approximately 45 minutes. All other traffic was diverted onto College St. The extricated driver was transported to Quinte Health Care with moderate injuries. The other driver was charged under the Highway Traffic Act of Ontario for Fail to Yield to Traffic from a Private Drive. Both vehicles were not drivable and were towed from the crash scene.
Youth Complaint
Belleville, ON – On May 29th, 2020 at approximately 4:30 p.m., police dispatch received a call about three young males attempting to gain access into vehicles that were parked at a hotel on North Front St. Police attended the scene but the youths took off prior to police arrival. Officers collected witness information and descriptions of the youth. Approximately thirty minutes later, police observed the three youths described near the rear of McDonalds on North Front St. All three young males were taken into custody.
The investigation revealed that no items were taken out of any of the parked vehicles and there was no damage reported. All three youth were taken home by the police and officers spoke to all of the parents of the young males. No charges were laid.
Obstruct Police / Breach / Traffic Violations
Belleville, ON – On May 29th, 2020 at approximately 6:00 p.m., a city officer clocked a motor vehicle travelling on Dundas St. E. at a speed of 83km/h in a 50km/h zone. The officer made a U-turn to attempt to stop the motor vehicle. The pursuing officer observed the suspect vehicle blow through the red traffic light at Dundas St E and Front St and pull into a parking lot on the corner of the intersection. As the officer was pulling up behind the suspect vehicle in the parking lot, he observed the female driver jump across into the passenger seat and a male passenger jump into the driver seat. Both parties were taken into custody for obstruct police and transported to the Belleville Police Service. The vehicle operated by the driver was a rental car out the Toronto region and was seized by the police and turned back over to the rental company.
After the investigation, the male party involved was released unconditionally and cautioned regarding his involvement in the incident. The female party was identified as 26-year-old, Victoria Ladouceur of Belleville. Ms. Ladouceur was charged with the following offences;
- 2 counts of Fail to Comply with Undertaking Conditions
- Obstruct Police
- Fail to Stop for a Red Light
- Speeding 83km/h in a 50km/h Zone
Ms. Ladouceur was released on her own recognizance and is scheduled to attend the Belleville Ontario Court of Justice on July 23rd, 2020 to answer to her criminal charges.
Traffic Enforcement – Suspension
Belleville, ON – On May 29th, 2020 at approximately 6:30 p.m. a city police officer conducted a traffic stop on Herchimer Ave. The traffic investigation revealed that the driver was a suspended driver in the province of Ontario.
The 21-year-old female driver from Belleville was charged under the Highway Traffic Act of Ontario for Driving While Under Suspension. The vehicle was towed from the scene.
Threats & Trespass
Belleville, ON – On May 29th, 2020 at approximately 7:30 p.m., city police received a call from a North end business advising that there a male threatening the store manager outside in the parking lot. Officers on scene determined there were no grounds to lay a criminal charge however did charge the 28-year-old Belleville man with Engaging in Prohibited Activity on Premise contrary to the Ontario Trespass to Property Act. The accused was escorted off the business property by police.
Disturbance at Hotel
Belleville, ON – On May 29th, 2020 at approximately 10:00 p.m., city police dispatch received a call from a woman who was claiming that she was locked in a hotel room and held captive by a male and was being drugged. During the complainant’s phone call, the call was dropped on the complainant’s end. City police officers expeditated to the North end hotel. Dispatched received a second call from the same female who now advised that she was in medical distress.
Numerous officers arrived on scene to find the victims hotel room door barricaded from the inside. Officers had to breach the door to gain access. Once inside, officers found a lone female in the hotel room. The investigation revealed that the female may have been suffering from some mental health issues and had consumed some illicit narcotics that caused her to be somewhat delusional. Officers assisted the victim out to the lobby where city EMS was waiting. The victim was taken to Quinte Health Care to be treated and receive care.
Utter Threats – Warrant
Belleville, ON – On May 29th, 2020 at approximately 11:15 p.m., city police were on Sidney St. when they located a male who was known to police and to have an outstanding warrant for his arrest. Officers arrested 23-year-old Schuyler Simpson of Belleville on the outstanding warrant.
Mr. Simpson is charged with one count of Uttering a Death Threat. The accused was released on his own recognizance and is scheduled to attend the Belleville Ontario Court of Justice on July 23rd, 2020 to answer to his charge.
Vehicle Break-Ins
Belleville, ON – On May 29th, 2020, City police were busy chasing youths into the early morning hours from neighbourhood to neighbourhood in the East end of the city regarding break-ins to vehicles parked in residential driveways. A number of different vehicles were entered with various items stolen. There were also many reports of failed attempts as well.
Police are asking citizens to contact the Belleville Police Service if they were a victim of an over night vehicle break-in. Please call 613-962-0882 ext 2211.
Police would also like to remind citizens that thieves generally target unlocked vehicles. So please, make sure you lock your vehicle if you leave it in your driveway over night and do not leave items of worth or sentimental value in your vehicle. Also, if you see suspicious people hanging around residential areas in the middle of the night to please call the police immediately.
Mischief Under $5000
Belleville, ON – On May 29th, 2020 at approximately 11:30 p.m., City police attended a disturbance at a North Park St housing complex. Just prior to police arrival, the caller advised police that her daughters’ boyfriend just smashed and caused considerable damage to the complainants parked vehicle.
Thirty-two year old Dustin Wannamaker of Belleville was charged with one count of Mischief Under $5000 and is scheduled to attend the Belleville Ontario Court of Justice on July 23rd, 2020 to answer to the charge.
Warrants
Belleville, ON – On May 30th, 2020 at approximately 2:00 a.m., city police officers were patrolling on Dunbar St. when they observed a male known to them and known to have an outstanding warrant. Officers approached the male suspect and took him into custody without incident.
Twenty-five year old Cameron Vail of Belleville was charged with two counts of Fail to Comply with a Court Order Release Condition. Mr. Vail was released on his own recognizance and is scheduled to attend the Belleville Ontario Court of Justice on July 23rd, 2020 to answer to his charges.
